E-MAIL: NIST Contracts Office, Contract@nist.gov. The U.S. Department of Commerce, National Institute of Standards and Technology (NIST), has a requirement for a Force Transfer Standard GTM VN. The Force Transfer Standard GTM VN must meet NIST's obligation as the pivot laboratory for the CIPM key comparison for force in the 4 MN force range in accordance with the following specifications: (1) compression mode capacity between 4 MN and 5 MN, (2)6-wire cable of 6-m length, with 15-pin D-connector for connection to a DMP-40 indicator, (3) 2 mV/V output, (4) a maximum repeatability error for different mounting position of 0.0005%, (5) a maximum temperature sensitivity (at both zero load and at maximum load of 0.0001% / 0C over a temperature range from 18 0C to 22 0C, and (6) a maximum creep error over a 15-menuite time period of 0.008.%. It is the Government's intent to negotiate with GTM Gassman Theiss Messtechnik GmbH, Phillipp-Reis-Strasse 6, 64404 Bickenback Germany, the only responsible source that can satisfy the agency's requirements. Delivery is required 240 days after receipt of order. The Government anticipates the award of a fixed price purchase order. The proposed requirement is for equipment for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.301-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotation. However, the government will consider all proposals received within five (5) days after date of publication of this synopsis. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A Request for Quotation (RFQ) package is not available.
