The Nuclear Regulatory Commission (NRC) intends to enter into a sole source contract with SoHar, Incorporated, who has developed and maintains a large database of software faults leading to failure of the software to perform its intended function and has proprietary rights to the database. SoHar, Incorporated, will provide technical assistance to (1) develop methodology based upon significant practical experience for the review of safety system software specifications and define points to look for (e.g., omissions, ambiguities, inconsistencies), and (2) based on the contractor's field experience, use of contractor proprietary databases, and literature searches, the contractor will develop a catalog which allows classification of complex failures and their root causes so that the reviewer can verify that the designers have taken the necessary action to prevent latent errors. The procurement shall be conducted using other than full and open competition in accordance with FAR 6.302-1. The period of performance is estimated to be twenty-two (22) months.
