USDA, ARS, SAA intends to solicit and negotiate with only one source, Illinois Crop Improvement Association, to provide facilities and cultivate seed stock grown at their nursery in Puerto Rico of a non-transgenic soybean that is a lower saturated fat substitute for partially hydrogenated soybean oil. Requirements of the winter nursery include: 1. A minimum of 13.4 acres readily available, 2. Harvesting equipment and harvesting personnel necessary to harvest at peak season, 3. Security, 4. Packaging and shipping facilities. 5. Global latitude for maturity group VI soybeans. The Illinois Crop Improvement Association is the only known Puerto Rican nursery with the facilities and ability to meet our needs. No telephone inquiries will be accepted. Interested parties should submit written responses including price and technical data sufficient to determine capability to meet the entire requirement and must be received in this office within 15 calendar days after publication of this notice. It should be noted that no contract will be awarded on the basis of offers received in response to this notice, but will be used to determine if a comparable source more advantageous to the Government is available. If no affirmative written responses are received, negotiations will be held with Illinois Crop Improvement Association without further notice.
