National Heart, Lung, and Blood Institute intends to negotiate with the
Emmes Corporation for a modification to subcontract with qualified
transplant centers currently performing cord blood transplantation. The
Emmes Corporation serves as the Medical Coordinating Center for the
Cord Blood Transplantation Study (COBLT) which is designed to determine
whether cord blood transplantation is a viable alternative to bone
marrow transplantation. Activities include: (1) establishing letter
contract agreements with qualified transplant centers to enroll cord
blood recipients in accordance with the COBLT protocol; 2) collecting
and maintaining data from transplant centers; 3) insuring transplant
centers annually obtain IRB approval for the study; 4) supporting
travel of investigators and staff to meetings; and 5) performing data
audits of the centers. The applicable statutory authority is 41 USC
253(c)(1) as set forth in FAR 6.302-1(b)(1). The incumbent has the
unique capability to provide the required services to the NHLBI without
substantial duplication of cost and unacceptable delays. See Note 22.
