875-6085 This is a Request for Proposals (RFP) number
S-LMAQM-00-R-0006. Response to this CBD notice requesting copies of the
RFP must be received no later than April 17, 2000. The United States
Department of State, Office of Overseas Employment, intends to
establish a funding vehicle to be used to accumulate assets for
retirement benefits for Federal employees who are hired and working
outside the United States and who are not U.S. citizens and possibly a
small number who are U.S. citizens. There will be between 10,000 and
30,000 individual accounts involved with a net cash inflow of three to
six million dollars per year. For tax reasons, legal onwership of the
fund will rest with the Department. The Department is seeking a
professional fund manager which can manage and administer the fund and
individual accounts in the most cost effective manner. Your response
should cover the following areas: (a) your ability to manage the assets
of the fund, (b) identification of the fund and asset classes that
would be available or recommended, (c) your ability to administer the
fund in individual accounts set up to reflect the Department's own
responsibility to affected employees as described in the Service
Benefit Program, (d) the ability of your systems and processes to deal
with the necessary reporting requirements, (3) relevant fee structures
for asset, individual account management, and communication services,
(f) an agreement in final format containing the required information,
and (g) any other useful and necessary information related to this
project. Additional information including a more detailed description
of the program is available upon request. Since all fees for this
service will be borne by the assets of the fund, the Department
anticipates negotiating an agreement for an indefinite period, as
opposed to a Government contract, with the organization offering the
