plans to issue a Request for Offer (RFO) for engineering support to
complete development of a prototype Predictive Health and Reliability
Management System which will demonstrate the feasibility and benefits
of identifying components trending toward failure. This effort will
complete a four-year project, started in 1997 to develop an integrated
demand management system. A Predicitive Health and Reliability
management system has been developed at NASA KSC and is currently being
implemented for ground based and flight operations. This system helps
to identify components trending toward failure and mitigate impacts to
testing and logistic replenishment decisions. A PHARM approach from
data acquisition to provide forecast need dates will be developed to
complete a total informed maintenance cycle. This effort will link the
logistics infrastructure PHARM techniques with exisiting Vehicle
Health Management (VHM) systems being developed for Shuttle, SITT, and
RLV at KSC and other sites. These systemswill demonstrate an
integrated approach to automated checkout, failure diagnosis,
repair/replacement, and logistics replenishment. NASA/KSC intends to
purchase the services on a sole source basis from The Boeing Company,
Boeing Space Coast Operations, KSC, Florida. The authority is 10 USC
2304(c)(1), only one responsible source will satisfy agency
requirements. The PHARM is a product unique to The Boeing Company and
as such they possess the unique capabilties to support NASA KSC
requirements. The Government does not intend to acquire a commercial
item using FAR Part 12. See Note 26. Interested firms have 15 days from
the publication of this synopsis to submit in writing to the identified
point of contact, their qualifications/capabilities. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after the 15 days or without the required
information will be considered nonresponsive to the synopsis and will
not be considered. A determination by the Government to not compete
this proposed effort on a full and open competition basis, based upon
reponses to this notice is solely within the discretion of the
Government. Firm date for receipt of offers will be stated in the RFO.
An Ombudsman has been appointed. See Internet Note "B". All qualified
responsible sources may submit an offer which shall be considered by
