The Federal Labor Relations Authority seeks sources to conduct an analysis of the quality of Authority decisions and legal memoranda. The basis of the analyis will be approximately 25 documents provided by the Authority. The analysis will include a comparison of Authority documents with relevant bench marks, including comparable documents or other similar Federal and or state agencies such as the National Labor Relations Board and Merit System Protection Board. After the analysis has been completed, the contractor will provide detailed written reports of the analysis. More details are provided in the Statement of Work.
