FACILITIES ENGINEERING/MAINTENANCE: The Commerce Business Daily
announcement posted March 10, 2000 for the Facilities
Engineering/Maintenance is revised as follows. The Pre-Proposal
Conference will be held on April 11, 2000, 10:00 AM at the General
Services Administration (GSA), Mid-Atlantic Region, Public Buildings
Service (PBS), Richmond Field Services Group, (3PCR), The Richmond
Federal Building, 400 Eighth Street, Room 430, Richmond, Virginia
23240. All interested parties are encouraged to attend. This
procurement is unrestricted for full and open competition to all
business concerns based on the following Set-Aside Provisions: (1) In
accordance with Federal Acquisition Regulation (FAR), Subpart 19.3, any
award resulting from this Solicitation will be made on a competitive
basis to eligible HUBZone small business concerns, provided that
minimums of two (2) competitive (technical and cost) offers are
received from eligible HUBZone small business concerns; (2) if a
minimum of two (2) offers from eligible HUBZone small business concerns
are not received, the award will be made to small business in
accordance with FAR 19.5 provided that a minimum of two competitive
(technical and cost) offers are received from qualified small business
concerns; and (3) if a minimum of two (2) offers from qualified small
business concerns are not received, the award for the specified
services will be made on the basis of full and open competition from
among all responsible business concerns submitting offers. "All
contractors are requested to utilize the SBA PRONet and SUBNet programs
to assist them in obtaining resources to meet there subcontract
requirements. PRONet is an electronic gateway to procurement
information for and about small businesses. It is a search engine for
contracting officers, a marketing tool for small business and a link to
procurement opportunities and important information. Prime contractors
are strongly encouraged to search PRONet when seeking small business
contractors, subcontractors, or partnership opportunities. Prime
contractors are encouraged to use SUBNet to post subcontracting
opportunities for small business firms. Small business firms may use
SUB-Net to identify tangible opportunities to propose on. Both PRONet
and SUBNet may be reached through the SBA Homepage at:
http://www.sba.gov". The RFP will require the large business contractor
to submit a subcontracting plan. The contractor will be required to
propose a minimum of 25% for small business, a minimum of 5% for small
disadvantaged businesses, 1 % for HUBZone small businesses, and 5% for
women owned small business firms to receive a rating of superior. If
the contractor is a small business, he/she will automatically receive
a rating of acceptable for this factor. This factor will consider the
commitment of the proposer and the effectiveness of the offerors plan
in support of the small business programs. Preference shall also be
given to local small businesses. . The SIC code is 8744. The estimated
cost of this project is between $500,000 and $1,000,000. The Proposal
due date remains April 26, 2000 at 3:00 P.M. Local Philadelphia Time.
