The Naval Surface Warfare Center, Dahlgren Division, Coastal Systems Station, Panama City, Florida intends to issue a sole source purchase order to MDV Inc, Woodbridge, VA for Dive Locker Support and Maintenance Services. The contractor shall maintain different types of diving and support equipment used by the U.S. Marine Corps Systems Command. This equipment shall include Open Circuit Diving Equipment, Closed Circuit Diving Equipment, Transportable Recompression Chamber, Oxygen Transfer Pump System, High Pressure Compressor, Location and Facilities for Maintenance (maintenance will be at the Marine Corp Base, Quantico, VA) and Personnel Skill Requirements that shall possess minimum qualifications as listed in paragraph 3.1 through 3.5.1 of the Navy Diving Manual for specific maintenance to be performed. This acquisition is unsuitable for full and open competition due to MDV is the only contractor that possesses the personnel qualifications that meet the certification and background requirements.
