Tasks shall include (1) Shoring -- Rewrite and Edit, (2) DC Training -- incorporate philosophy from NWS 3-20.31, Surface Ship Survivability, (3) Casualty Aids -- add new date, (4) Electronic Casualty Plotting Symbology -- create new appendix, (5) DC Management System Tactics -- add new system descriptions and (6) DC Task Flow Diagrams -- add new data. This procurement is unsuitable for full and open competition due to the unique knowledge of Thomas Associates. Their knowledge base would require a new contractor an extensive, debilitating learning curve and due to the short timeframe for this to be delivered it would be too costly and too timely to award to any other contractor.
