replaces the canceled solicitation DACA31-99-R-0044. The Government
seeks a Company (regulated or non-regulated) to own, operate, and
maintain Electrical, Natural Gas, Water, and Waste Water utility
distribution and collection systems (UDC Systems). The purpose of this
solicitation is to transfer ownership of specified National Capital
Region (NCR) installations UDC Systems from the United States
Government to one or more non-government entities. To require that the
new owner, through its own financing arrangements, promptly bring the
UDC Systems into compliance with all relevant and appropriate
standards that apply to the non-government-owned UDC Systems. To
require that the new owner(s) provide quality operation and maintenance
of the UDC Systems and to require that the new owner provide
uninterrupted, high quality distribution and collection services of the
utilities carried by the UDC Systems. The Contractor will not be
required to assume ownership of the existing natural gas UDCSystems,
but will be required to operate and maintain these UDC Systems on
behalf of the Government until such time that a new natural gas UDC
System(s) becomes operational. The new natural gas UDC System(s) will
be designed, constructed, installed and owned by the Contractor and at
such time, the Contractor will be required to meet all relevant and
appropriate environmental regulations, policies and guidance from
federal, state/district and local authorities to de-commission the
existing Government-owned natural gas UDC Systems. This solicitation
includes the following Installations and their corresponding UDC
Systems: Ft. A. P. Hill, VA (Electric); Ft. Belvoir, VA (Electric,
Water, and Wastewater); Ft Meade, MD (Gas and Electric); Ft. McNair, DC
(Gas, Electric, Water, and Wastewater); and Ft. Myer (Electric, Water,
and Wastewater). The Government contemplates award of a Utilities
Service Type contract, comprised of both firm-fixed price and cost
reimbursement components, resulting from this solicitation.The total
contract length will be 50 years. The initial pricing term of the
contract is 15 years from the date of award. The Government is
preparing an Environmental Assessment (EA) for the proposed
privatization action at each installation, which encompasses all UDC
System privatization actions covered by this contract at each
respective installation. An Easement will be issued concurrently with
Contract Award, conveying a right of way for each UDC System. A Bill of
Sale will be issued concurrently with Contract Award, conveying the
personal property portion of the UDC System. The Government intends to
award one or more contracts covering all Installations and all UDC
systems. The Government reserves the right to make multiple awards if,
after considering the additional administrative costs, it is in the
Government's best interest to do so. The Government will select for
award the combination of proposals for the five Installations that it
determines will provide the best value to the Government. Only oneaward
will be made per Installation. In other words, a proposal for any one
installation must include all the utilities within the installation. In
addition, the government reserves the right to award less than all
installations for a multiple installation proposal. In other words, a
proposal for four of the five installations may be awarded only three
installations or less. ALL OR NONE PROPOSALS ARE NOT PERMITTED. The
best value continuum will be used in the source selection process.
Technical and Management capabilities play a significant role in the
source selection process. The tradeoff process will be used because it
may be in the Government's best interests to award to other than to
the lowest priced offeror or to other than the highest technically
rated offeror. The Government will evaluate the proposals for the best
value to the Government from either a single proposal to encompass all
utility systems or multiple proposals covering all utilities or any
combination thereof. An award will not be made, if upon completion of
an economic analysis, the economic analysis determines that the
long-term cost associated with the transfer of ownership exceeds the
cost of the Governments continued ownership. This solicitation will be
released on CD-ROM. There is no charge for the CD-ROM. The
solicitation will be issued on or about 3/28/00 and proposals will be
