The contractor shall furnish all personnel, equipment, facilities, supplies, services and materials, except as specified as Government Furnished Property (GFP), necessary to publish The Mobility Forum (hereinafter referred to as TMF), the AMC Safety Magazine, as set forth in the Statement of Work for TMF. TMF nominal publication size is 40 pages per issue and is published six times yearly (every other month). Functional areas include publication theme, article solicitation, publication arrangement/layout, support for articles, and prepare for printing and distributing of TMF. Final printing and distribution will be handled through an existing contract arranged through Government Printing Office. The government anticipates awarding a commercial type contract for a four month basic period with four, one year options. The basic period will run from 01 Jun 00 through 30 Sep 00. SIC code 8999, with a size standard of $5 million applies to this acquisition. This is a Request for Proposal (RFP), there will beno public bid opening. Award will be made based upon the "Best Value" to the government in accordance with FAR 12. The government reserves the right to award a contract to other than the low proposed offer. This is a direct conversion, the solicitation will be canceled if bids/offers received are higher than the cost of in-house government operations. This solicitation and subsequent contract is 100% set-aside for small business concerns. Potential offerors MUST register on this site in order to receive notifications of changes to the solicitation. The offeror is responsible for monitoring this site for the release of the solicitation and addendum(s) (if applicable). Paper copies of the solicitation are not available. The solicitation package will be posted on Electronic Posting System (EPS) which can be accessed at www.eps.gov. The Government will not provide paper copies of the solicitation. Telephone, written, facsimile, or e-mail requests for the solicitation package will not be honored. The only method for receipt of proposals shall be in written form that complies with the guidelines contained in the solicitation.
