intent to negotiate with the Bell-Boeing Joint Venture Team, 22398
James Road, Patuxent River, MD 20670 on an other than full and open
competition basis for the acquisition and support of the FY01
production models MV-22 (Marine variant) and CV-22 (Airforce variant)
aircraft. The Naval Air Systems Command (NAVAIR) plans to issue an
Advance Acquisition Contract (AAC) for long lead-time effort and
materials supporting the procurement. The procurement will be for such
aircraft quantities as authorized and appropriated by Congress
(currently 16 MV-22 aircraft and 4 CV-22 aircraft) and the related
supplies and services necessary for the manufacturer and use of the
aircraft. Such supplies and services include, but are not limited to,
administration, financial and technical data, sustaining engineering
and software support, spare and repair parts, support equipment,
integrated logistics support and analysis, phased support, training and
training devices, technical publications, repair of repairables, and
maintenance planning. This requirement will be procured in accordance
with FAR Part 6.302-1, "Only One Responsible Source and No Other
Supplies or Services Will Satisfy Agency Requirements." The Bell-Boeing
Team is the designer, developer and sole producer of the MV-22 and the
