The 311th Human Systems Wing, Human Systems Program Office, at Brooks AFB, is seeking sources that have the capability to provide carry-on/carry-off aeromedical evacuation litter capability. The Air Force's C-141 fleet, a major element of our aeromedical evacuation capability, is drawing down. In an attempt to offset this loss, we are investigating the use of other Air Mobility platforms to support the Aeromedical Evacuation mission. It has become clear that we cannot become dependent on a single airframe for support; therefore, we must develop or acquire aeromedical evacuation support sets that can be rapidly configured or comparable to the 463L Pallet System (9'x7') for use on the KC-135 and other opportune airframes. The 311th Human Systems Wing is attempting to identify both commercially available and modified commercially available systems that provide a litter package with support for integrated equipment packages capable of rapid reconfiguration to support the full spectrum of patient care requirements. The system should employ common architecture, plug-and-play equipment sets with no aircraft modification. Proposed systems should be configured for 6 patients per unit and 8 units per aircraft (KC-135) for a total capacity of 48 litters. Each litter patient should have therapeutic O2 available at 50psi +/- 5, and 0-15 liters per minute. For the KC-135, the expected capacity of 48 litters will have a minimum of 40 amps of electrical power available, distributed through at least 6 power outlets per unit (6 litter patients). Lighting from the unit should be enough to illuminate the patient for patient care activities. The units must have roll-on/off or carry-on/off capability. The Government preference is for non-proprietary, commercially available and/or modified commercially available solutions. Information submitted will be for Government use and planning purposes only.
