Lung, and Blood Institute (NHLBI) intends to purchase a Clinical Data
Warehouse for the National Institutes of Health (NIH), National
Institute on Drug Abuse (NIDA), Administrative Management Branch (AMB)
Intramural Research Program (IRP), that meets the Biomedical
Informatics Section (BIS) goals of safety, security and equitable
distribution of data for the NIDA. NHLBI is soliciting proposals from
qualified organizations having in-house capability to develop
enterprise scale applications to implement and install a clinical data
warehouse for automation of various data collection, storage and
retrieval processes. The final solution could be a partial or complete
custom-built application accessible in a Microsoft NT environment and
should provide stringent security measures to prevent unauthorized
access to the data. In addition to the core requirements, the
application must provide the IRP with a high level of efficiency,
reliability and scalability. It must also provide a user-friendly
interface and flexibility for future additions and modifications. The
system must be compatible with the industry standards for connectivity
of data in an open system and allow for necessary flexibility in
future incorporation and extraction of data into and from the
warehouse. The clinical data warehouse will include modules for
entering, storing and retrieval of various information including
patient data, clinical notes, physician orders, vital signs, pharmacy
and medication data, research protocol data, etc. Additional modules
will handle direct communication and incorporation of electronic data
received by IRP from outside laboratories and sources. The warehouse
will be capable of scoring certain scientific tests and must implement
data entry rules to minimize the error rate. An initial requirement
analysis of clinical operations and computer systems should be
performed by the contractor and a performance plan describing the steps
necessary for completion of the data warehouse will be submitted to
NIDA, IRP. Prior to final completion of the project, the system should
be debugged and function in a satisfactory fashion. Technical
assistance and training should be provided to the IRP staff & a system
maintenance plan must be provided in addition to a technical support
plan. The Standard Industrial Classification (SIC) Code 7373, the Size
Standard of less than $ 18, 000,000.00 Million Dollars in annual
receipts will be used for this requirement. This acquisition is a Small
