The purpose of this modification is to update paragraph (1), General Statement of Reserach Need, of the BAA posted under submission number 432327. Paragraph 1 shall therefore read as follows: 1) General Statement of Research Need The Joint Non-Lethal Weapons Directorate (JNLWD) is soliciting initial proposals and final proposals from academia addressing basic research and development for non-lethal weapons. The Directorate is seeking to establish a University-lead competitive program that will address a systematic way for investigating novel ideas for application of both new and old technologies/materials to non-lethal weapons. The intended award(s) will be issued as a grant, with options years for follow-on. Certain proposals are not appropriate under this BAA and are not desired. Marine Corps Systems Command is not interested, under its BAA program, in concepts that have already been developed or proven (even if they have never been sold before), nor are proposals for evolutionary engineering of improvements appropriate under BAA authority.
