The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) is requesting information on new technologies currently available for evaluation for the ARTEMIS Program (formerly known as the Joint Service Warning Identification LIDAR Detector [JSWILD] program.) The Government's intent is to incorporate the knowledge gained from this sources sought announcement process into near term system development objectives, including the Program Definition and Risk Reduction (PDRR) and Engineering Manufacturing Development (EMD) phases. ARTEMIS is planned to enter the production phase in FY07. The detection system will be used to provide critical data and alarms to command and field operatives about the threat status of chemical agent clouds and/or existing surface contamination. To meet program development objectives, the joint program is seeking technologies that can be applied to the ARTEMIS requirements of timely detection, real-time tracking, and timely identification of clouds of chemical agent vapor, aerosols and rains out to ranges of 40 km or more. Proven technologies or unique integration of existing systems that can solve any of the above tasks are being sought for evaluation. Technologies that solve multiple tasks will be valued higher than those addressing only specific capabilities. Additionally, technologies that will introduce significant logistic support measures for fielded operations shall be avoided. Interested parties should be aware that the intended standoff chemical agent detection and identification system will incorporate a modular approach. This approach will allow for deployment adaptability to accommodate a variety of operational scenarios and platforms (fixed site, ground-mobile, shipboard, and air). Additionally, the ARTEMIS system will have to be compatible with the Joint Warning and Reporting Network (JWARN). Final papers and/or documents describing the sought technologies should address concepts, experimental data, and the development status. Participants should consider the nature of the threat, the environment, and the platform on the operation and likely performance of the technology that they submit. Submission of final papers should be presented to NSWCDD by email, using the format prescribed at the website, no later than 28 April 2000 using the email address: artemis@nswc.navy.mil. All submissions will be treated as proprietary. In the interest of full disclosure, the Government will be receiving engineering, technical, and administrative assistance from commercial entities to compile and review the information received as a result of this announcement. Non-Government individual who assist in these functions will be required to execute a non-disclosure agreement prior to being allowed access to SSA response information.
