The U.S. Environmental Protection Agency plans to use simplified acquisition procedures to acquire on a competitive basis 2 high-quality=, written reports of these scientific activities and provide 2 presentations of t= he report results to EPA. This procurement will be a total small business set-a= side under SIC 8742, which qualifies small businesses as those with under $5= million in annual revenues. This effort will involve developing two written re= ports 1) identifying and quantifying the outbreaks of microbial illnesses attrib= utable to drinking water treatment system and distribution system failures as wel= l as recreational waters in the U.S. since 1970 and 2) valuing the morbidity= and premature mortality associated with the adverse human health conditions= for each failure event identified will be valued then aggregated through a commo= n health metric. The result of this aggregation will be a common health metric ?= cost? per event. The morbidity and premature mortality associated with each even= t identified in Report 1 will be valued as through a common health metric= such as health related quality of life measures in Report 2.
