The Defense Supply Service-Washington intends to award a contract to IHS International on a selected source basis to perform a study on China's Early 21st Century National Infrastructure Capability, Competency, and Intent. The purpose of this study is to develop a notional framework that can contribute to calculating the assets and influence of China's evolving national modern infrastructure, with special emphasis on how it relates to national security capability and intent. These tasks will be accomplished via specific analysis of non-traditional open resources and networks, consultations with international associated dialogue between project-associated American and Chines counterparts.
