USAID/Egypt, invites submission of information from eligible U.S. firms
who can qualify through experience in performing similar work for
preparing engineering designs and providing construction management
services contract (D&CMC) under a work program entitled The Egypt
Utilities Management/Alexandria (EUM/ALEX). To be eligible, firms must
be of U.S. origin (Geographic code 000), as defined under USAID rules
and regulations. The requested D&CMC services along with the future
construction activities are part of the USAID program entitled The
Egypt Utilities Management/Alexandria (EUM/AlEX). This program is
intended to assist the Alexandria Water General Authority (AWGA), the
Egyptian authority tasked with the production and distribution of
potable water in the city of Alexandria, Egypt in upgrading the water
network and systems in Alexandria. Under the EUM/ALEX program, USAID
contracted with the American firm Camp Dresser and McKee, Inc. (CDM)
(CDM Team includes EQI,ECG and Pitometer Associates) to provide
Architect & Engineering (A&E) services for the preparation of a water
strategic Master Plan in the city of Alexandria. Part of the scope of
CDM's work under this contract is to identify a list of High Priority
Projects, which includes water facilities to be constructed in the city
of Alexandria. The Government of Egypt (GOE) and USAID will agree on
the work sites and work size to be implemented from information
submitted in the High Priority Projects Report. The size and type of
infrastructure funded/construction activities will also be based upon
considerations as timing and availability of USAID-GOE construction
program funds. However, one to two major construction contracts
covering some of the above mentioned High Priority Projects are
anticipated. Construction activities are going to be carried out by
U.S. contractors under host country contracting arrangement. A minimum
of the following information will be made available for the
short-listed firms qualified to compete under this prequalification
questionnaire: (1) A synopsis of existing conditions; (2) High Priority
Projects Report, Volume I, which includes master planning criteria for
selection of recommended projects; (3) High Priority Projects, Volume
II, which includes facility layouts, conceptual designs of recommended
works, description of recommended technical support activities, and
outline specifications for equipment and materials; (4) Maps showing
location of all facilities; water quality data; preliminary results of
distribution system modeling for areas of recommended improvements;
and available population data; (5) Any other reports completed by CDM
under the Master Plan Contract. The CDM Team's U.S. members (CDM and
Pitometer Associates) will be allowed to compete for, and submit
pre-qualification information for this D&CMC services contract. No RFP
will be issued. Consulting engineering firms will be evaluated in
accordance with the evaluation criteria found in the AID Acquisition
Regulations, Part 736.602-3(b) listed in descending order of
importance. USAID will establish a short list of at least three
qualified firms as per FAR part 36.602-3 (a). USAID will provide the
draft statement of work, a list of questions to be addressed and
evaluation criteria to the short-listed firms for holding discussions
and/or convening presentations. After the final selection of the most
qualified firm to perform the work is made, USAID will request a cost
proposal from, and will negotiate with, this top ranked firm. If a
satisfactory contract cannot be concluded, USAID shall initiate
negotiation with the next firm on the final selection list. A cost plus
fixed fee completion type of USAID direct contract is contemplated for
award. Payment under this contract will be made in US Dollars under
USAID Project No. 263-0270.02. The expected duration of the contract is
four years with the possibility of granting contract extension(s)
believed necessary for completion and closing out of all activities.
Issuance of this request does not constitute an award commitment on the
part of the Government nor does it commit the Government to pay for any
costs incurred in the preparation or submission of any information. The
D&CMC contractor shall undertake any necessary studies, data collection
and analyses, environmental studies, and engineering services required
for producing final designs, preparation of bid documents, selection
of U.S. construction contractors, and providing construction management
services for the construction activities that will be funded under the
EUM/ALEX project. The scope of the anticipated construction activities
shall include, but not be limited to: rehabilitation and replacement of
approximately 100 Kilometers of water distribution pipes in the older
sections of the Alexandria; upgrade of existing pumping stations;
improvements to raw water intakes at several treatment plants;
installation of meters, instrumentation and control, and chemical feed
systems; upgrade of filters; upgrade of chlorinestorage and handling
facilities and standby power generators; and miscellaneous civil and
mechanical improvements in the treatment plants. Tasks to be undertaken
by the selected consultant shall include, but not be limited to: a)
preparation of an Environmental Assessment in accordance with the
provisions of AID Environmental Procedures (22 CFR 216); b) preparation
of all final designs and technical specifications (including conducting
all related engineering services) for the anticipated construction
activities and procurement of equipment; c) preparation for and
completion of the procurement of the construction services contract(s).
This task shall include but not necessary be limited to: 1) preparation
of pre-qualification questionnaire(s); 2) evaluation of contractors'
submitted information, short-listing of qualified firms and preparation
of necessary evaluation reports of qualification process for the host
government and USAID's approvals; 3) preparation of construction
activities' cost estimates; 4) preparation and development of complete
tender document(s) including all final designs and technical
specifications; 5) preparation for and conducting of pre-bid and
pre-construction conferences; 6) analyses and evaluation of bids
received, recommending award, finalizing contract documents, obtaining
required approvals, and any other required pre-award services; 7)
providing construction management services including supervision of
construction, acting as AWGA's Engineer, reviewing all contractor(s)
reports, reviewing and certifying contractors invoices for
partial/final payments, assisting AWGA in addressing and handling
claims resulting from the construction; 8) providing technical
assistance to AWGA in continuing the Geographic Information System
(GIS) activity initiated under the current Master Plan Contract; 9)
providing equipment, training, and assistance to AWGA in development of
computerized designs, standards and specifications, and construction
management techniques. The procurement of construction activities will
follow host country contracting mechanism. D&CMC shall prepare and
conduct these construction activities procurement in accordance with
the USAID rules and regulations found in the Automated Directives
System and its supplemental reference Handbook 11, Chapter 2 and any
USAID model solicitation available at the time of the procurement.
Consulting engineering firms are expected to demonstrate the following,
which will be used for evaluating firm qualifications: (A) Applicable
international experience and capability to provide the required
experienced personnel to implement the work, (B) Organizational
capacity and financial resources, (C) Similar services and work
experience with the past five years. Experience in the Middle East
and/or Egypt and/or similar developing country environment is
desirable. USAID requests that interested consulting engineering firms
submit six copies of completed US government standard form (SF) 254,
Architect-Engineer (A-E) and related services questionnaire and SF 255
A-E and related services questionnaire for specific projects. It is
anticipated that the selected firm will sign a direct contract with
USAID to provide services subject to the availability of funds. The
firm's current financial statement and affirmative statement that the
firm can meet USAID nationality and source regulations must also be
submitted. Copies of interested firm's brochures and annual report may
also be of value in presenting the firms qualification. The completed
pre-qualification information and related statements must be received
no later than April 24, 2000, close of business, Cairo time, at the
following address. Additional information submitted after that date
