Consultation, Command and Control Agency (NC3A) invites bids for the
acquisition of the ACE ACCIS Core Capability Increment 1- Integration.
The Allied Command Europe Automated Command and Control Information
System (ACE ACCIS) Core Capability is planned to provide the Allied
Command Europe (ACE) commanders with the information system they
require for decision-making in peace, crisis, and war in both static
and mobile headquarters. ACE ACCIS will support the consultative
process in the changing political and military situation between senior
NATO commanders and civilian and non-NATO military agencies in crisis
management situations, civil emergencies and confidence building
measures. In technical terms, ACE ACCIS is a distributed information
system responsive to security and technological developments. It is
composed of information-systems nodes, consisting of a Core capability
and associated Functional Area Sub-Systems (FASSs), dispersed
throughout ACE. The Core capability is the critical foundation of the
ACE ACCIS. It consists of an infrastructure, equipment, and software to
provide a range of basic services to users. It is required to be
interoperable across ACE, and where possible integrated with all
related sub-systems. Currently, activities are ongoing by several
different independent contractors to implement additional hardware and
software to the existing capabilities at a number of sites. In order
to standadize the existing parts of the Core capability, an Integration
contractor will be selected through this ICB to select, procure, and
implement additional Commercial Off the Shelf (COTS) software products
and integrate them to achieve a coherent capability. These products
include system management services (e.g. Enterprise Management System)
security services, document management map viewer capability, and a
collaborative tool. In addition, the Integration contractor will
integrate the Core capability into a coherent whole and bring it under
complete Configuration Management (CM). The integration contractor
will be responsible to complete ists effort at a variety of some 15
sites throughout NATO. The number of software licensesis estimated at
7000 per application. The ACE ACCis Core comprioses the first three
planned increments of the ACE ACCIS program and will provide the basic
core capability foundation for the subsequent ACE ACCIS FASS projects
to build upon. All applicants must be certified by the U.S. Department
