inform all interested parties of the current plan for providing a Low
Cost Integration (LCI) capability for the U. S. Air Force, allow
industry to review (Draft) Systems Requirements Document, and identify
possible Link 16, LCI (sustainment) solicitation planned for FY2002.
The Air Force, Electronic Systems Center, Information Management
(ESC/DIV) Product Area Directorate (PAD) issued a Request for
Information (RFI) to industry on 04Feb1999 to identify LCI common
approaches to integrate Link 16 onto existing and future Air Force
systems/platforms and the tradeoffs associated with placing Link 16
software outside of the host platform's Operational Flight Program
(OFP). Primary Link 16 systems being considered include B-1B, B-2,
B-52, F-117, ABL, JSTARS, GTACS, and TACP. Other potential systems
include Special Operation Forces (SOF) and future C2 aircraft and
ground systems. After receiving industry comments, reviewing government
requirements, considering the current funding and schedule, the
Information Management PAD (ESC/DIV) has decided to adopt the AWACS
Data Link Infrastructure (DLI) being developed by Boeing Corp. as a
more cost efficient method. Utilizing the DLI will allow the government
to leverage off the existing AWACS software to help meet LCI
objectives/requirements. Based on this decision, ESC/DIVJ has developed
a System Requirements Document (SRD) that establishes the technical
requirements for the future LCI product. The SRD has been posted on the
Hanscon Electronic RFP Bulletin Board (HERBB, Business Opportunities:
http://www.herbb.hanscom.af.mil/info.asp?rfp=R77 ) Web Site for review
and comments from industry. Upon completion of the current Boeing DLI
development activity, ESC/DIVJ plans to issue a solicitation for
contractor sustainment of the LCI software with an anticipated date for
award in FY2002. This sustainment effort may require adaptation and
enhancement of the software for application to additional platforms. A
spiral development approach is planned whereby functionality will be
incorporated to meet platform needs, incorporate other data-links (such
as IJMS, Link 11, VMF, TIBS, TRAP, IBS, Fighter back-link), or to
enhance message compliance (i.e., MIL-STD-6016, MIL-STD-6011) as well
as achieve DII COE compliance. The current anticipated source of
