as notice that on or about 31 Mar 00, the Combat Air Force Command and
Control System Program Office, Electronic Systems Center, Hanscom Air
Force Base, Massachusetts, anticipates release of Request for Proposal
F19628-00-R-0020 for the TAD MTS system. This notice of intent is not
a request for competitive proposals. This action is for a follow-on
contract for Engineering and Manufacturing Development (EMD) of the
HIGH GEAR and Expert Missile Tracker (EMT) effort using the AN/TPS-75
Radar Set and will be a sole source contract with Northrop Grumman
Corporation of Baltimore, MD. The scope of the contract effort will be
concentrated in the following areas: 1. Modify the radar set to detect
and track Theater Ballistic Missiles (TBM) and perform Ground Control
Intercept (GCI) within its surveillance volume, simultaneously, with no
degradation of either mission. The radar shall integrate with the EMT
correlator as well as with DoD TRI-TAC communication systems. 2.
Re-host previouslydeveloped EMT correlator software to a DII COE
platform. The correlator shall be configured to integrate a minimum of
5 TAD MTS radar inputs. Additionally, the correlator shall accommodate
future expansion (i.e. incorporating TMD data from dissimilar
(non-GTACS) sensors). 3. Ensure the correlator provides TADIL B and
TADIL J data link output(s), with the capability to interface with the
latest version of AN/TYQ-23 Modular Control Equipment (MCE) as well as
the AN/TSQ-214, Air Defense System Integrator. 4. Provide and integrate
the capability to send plot data from the AN/TPS-75 to the Battle
Management Command and Control Centers (CRE, CRC, AOC, etc.), the FAA,
and the Drug Enforcement Agency C2. 5. Provide the first two EMD TAD
MTS Radar Mod Kits and correlators. 6. Support Government directed
initial operational test and evaluation and field testing for the
developed system. 7. Develop the manufacturing capability to produce 33
TAD MTS radar modification kits and 18 correlators to upgrade the GTACS
radar fleet. 8. Support a 24-month delivery schedule. Interested firms

small business, small disadvantaged business, 8(a) concern, women-owned
small business, or HUBZone small business. Those interested in
potential sub-contracting efforts should indicate so on your response.
Additionally, respondents shall indicate whether they are U.S. or
