The Federal Retirement Thrift Investment Board (Board), created by the Federal Employees' Retirement System Act of 1986, administers the Thrift Savings Plan (TSP) for Federal and Postal employees. The TSP is a retirement savings plan, similar to private sector 401(k) plans, with assets of approximately $90 billion. The Board has a requirement to provide single-premium, immediate annuities through a master annuity agreement. This agreement will allow Federal and Postal retirees to purchase annuities with all or a portion of the proceeds of their TSP accounts. Prospective offerors must meet the following minimum qualifications: (1) An A.M. Best Company, Inc. rating of A++ or A+ for each of the past ten (10) years as published in "Best's Insurance Reports" from 1990 through 1999; (2) A current average rating equivalent to AA or higher on the Standard & Poor's and Duff & Phelps rating scales and Aa2 on the Moody's rating scale, with no individual rating lower than AA- from Standard & Poor's or Duff & Phelps, or lower than Aa3 from Moody's; and, (3) Licensure as a direct writer of insurance and ability to do business in all 50 states and the District of Columbia through one company or through subsidiaries and/or affiliated companies. The solicitation package, RFP TIB-2000-R-03, is expected to be available on or about May 26, 2000. The term of the contract will be three years, with an option for the Board to renew for an additional two years.
