at Bolling AFB, Washington D.C., mwhite@desc.dla.mil. The Defense
Energy Support Center (DESC), in conjunction with Bolling Air Force
Base plan to offer the privatization of existing utility systems at
Bolling AFB, Washington DC. Privatization is defined as the transfer of
ownership and responsibility for the operation, maintenance, repair,
future upgrades, and future utility system replacements. As a result of
this solicitation, firms(s) will be selected to assume ownership of
utility systems. The successful firm(s) will be required to purchase
the existing systems from the Government and may be required to provide
expansions to the systems to meet future needs of the Government. The
successful contractor(s) may or may not be the suppliers of the
commodity procured by the Government. The resulting contract(s), if
awarded, will require the Contractor(s) to furnish all facilities,
labor, materials, tools, and equipment necessary to own, maintain and
operate, the utility system(s). The Contractor(s) shall manage the
maintenance, repairs, replacement, etc., of the system(s) to ensure
continuous, adequate, and dependable service for each Government or
tenant connection within the service area. The Contractor(s) shall be
responsible for funding all capital investments required to acquire,
maintain and operate the utility system(s) in a safe, reliable
condition and to meet the requirements listed in the contract. Real
property interests will be conveyed in the form of a Rights-of-Way
(ROW) as an attachment to the RFP. The utility system(s) will be
conveyed via a Bill of Sale upon award of the contract. The
Contractor(s) proposals and plans may become a part of the contract
upon the decision to award. Past Performance information from potential
offerors shall be submitted as directed in the RFP. No offeror will be
denied the opportunity to submit a proposal in response to the RFP.
Utility Systems being privatized are described as follows: Electric
Distribution System The distribution system consists of approximately
206,000 linear feet of conductor, 198 transformers, switches,
ductbanks, manholes, power poles, and similar related property. At
Bolling AFB the electrical distribution system is primarily underground
and in ductbanks. The power consumption in Fiscal Year 1999 was
approximately 53 Million kWh through the meters at Facility 18 with a
monthly maximum demand ranging from approximately 6,000 kW to 12,000
kW. The electrical service is three phase, three wire rated for 15kV.
Water Distribution System The District of Columbia Waster and Sewer
Authority (WASA) provides potable water to Bolling AFB. They have
service mains located both within and beside Bolling AFB. From these
service mains, Bolling receives water through seven metering points.
These seven meter points feed an interconnected network within Bolling
comprised of approximately 108,000 linear feet of water pipe ranging
from under 2 inches to 18 inches in diameter, 170 fire hydrants and the
associated valves and backflow preventers. The system ranges in age
from 70 years old to recently installed. Bolling AFB has no potable
water treatment facilities or wells, therefore, the 155 million gallons
(1999 consumption) of annual water demand is met by WASA. Wastewater
Collection System The wastewater collection system is comprised of
approximately 96,000 linear feet of sewer pipe, two lift stations, and
330 manholes. The system ranges in age from 70 years old to recently
installed. Bolling AFB does some wastewater pretreatment that is
outside of the scope of privatization. Bolling AFB has no primary
wastewater treatment facilities. The District of Columbia Water and
Sewer Authority (WASA) provides wastewater treatment for Bolling AFB.
Bolling AFB collection mains discharge directly into WASA wastewater
trunklines, and those trunklines carry the wastewater a short distance
south of Bolling AFB to Blue Plains wastewater treatment plant. All
wastewater is delivered to WASA via their trunklines that run through
Bolling AFB. This requirement is unrestricted. All responsible sources
may submit an offer which shall be considered. Large businesses are
required to submit a subcontracting plan. Interested sources should
