CBDnet as Submission No. 386328 September 29, 1999. This procurement
will be issued on CD-ROM. There will be no charge for the plans and
specifications. Written requests for the CD should be sent to USAED,
Baltimore, ATTN: CENAB-CT-C, Mrs. Susan Hanle, PO Box 1715, Baltimore,
MD 21203-1715. DESCRIPTION OF WORK: Final plans and specifications
were released on 01 March 2000. The project will be awarded as a firm
fixed price contract following the evaluation of proposals, as part of
a "best value procurement process". Proposals will be closely
evaluated regarding the contractor's (and major subcontractors)
experience and qualifications, technical approach, and understanding of
the essential sequencing of work, schedule milestones, and overall
project requirements. Estimated completion time is 900 calendar days.
The project will consist of the rehabilitation of 13 flood control
pumping stations along the Wyoming Valley Flood Protection System in
the vicinity of Wilkes-Barre, Luzerne County, Pennsylvania. Station
capacities range from 15,000 GPM to 270,000 GPM. The work includes the
replacement of electrical switchgear in each station; rehabilitation
or replacement of existing pumps, ranging in size from15,000 GPM to
70,000 GPM (42 pumps total); rehabilitation of pump motors, replacement
of overhead and underground electrical distribution systems; structural
remediation of pump station walls; sluice and flap gate replacements;
a new SCADA system for remote monitoring and operation of the stations;
stoplog structures at both approaches of a 5-lane bridge; levee tie-in
walls; building power system replacement; and other miscellaneous
repairs. A pre-bid conference/site visit will be held on 23 and 24
March 2000. Following a project briefing presentation on March 23, 2000
at 10 AM at Burke Auditorium, Kings College, Wilkes-Barre, PA., the 13
Pumping Stations will be open and available for site visits. It is
anticipated that all 13 pumping stations will be open for visitation on
the afternoon of the 23rd (from noon until 1600 hours); on the 24th
approximately half will be available in the morning (0800-1200 hours)
and the remaining available in the afternoon(1230-1600 hours). Be
advised that some of the areas in the project (i.e., manholes,
wetwells, sumps, etc.) may be considered confined spaces in accordance
with OSHA 1910.146; these require specific procedures to be followed
(i.e., air monitoring, forced ventilation, training, surveillance and
rescue procedures). Suggest that if you plan on entering any of these
areas, plan on bringing appropriate confined space entry equipment as
the Government will not provide nor be responsible for these items.
Signing of a release form will be required prior to entry to these
areas. Also be aware that other dangers exist at these stations
including but not limited to the following: some access ladders may not
be safe for usage, some electrical equipment may be dangerous and not
