This project includes whole site repairs and revitalization of the interior and exterior of 100 units. Improvements include site drainage around building unit perimeters, landscaping and paving at front entry courts, rear yard perimeter fencing, unit interior remodel, and utility improvements. This is a "design-build" construction contract. The contractor shall provide a complete project with a design that successfully incorporates the four elements of aesthetics, functionality, compatibility, and economy. The project's objective is to revitalize the appearance, quality of life and amenities, and to make the neighborhood comparable to private sector housing. During performance of this work, asbestos, hazardous waste, or pollution abatement may be required. The Standard Industrial Classification Code is 1522. The related small business size standard if $17 Million. The estimated cost of this project is between $5,000,000 and $10,000,000. This Request for Proposal is a competitive negotiation. The award will be based on the following criteria: Past Performance, Corporate Experience, Key Personnel and Price. Proposals will be evaluated to determine which offer provides the best value to the Government. In accordance with FAR 52.219-18 ALT I, NOTIFICATION OF COMPETITION LIMITED TO ELIGIBLE 8(a) CONCERNS (JUN 1999), competition for this procurement is limited to eligible 8(a) firms located in Washington State and 8(a) participants in good standing, serviced by an SBA office outside of Washington State, but having a Bona Fide branch office in Washington State (as defined by the SBA). Joint Venture Agreements are allowable and must be received by SBA prior to the offer due date and approved before award of the resulting contract.
