"17. Notice of Contract Action, Flight Training System Program Office,
Joint Primary Aircraft Training System (JPATS) Program, ATTN: ASC/YTK.
ASC/YTK intends to issue contract modifications to exercise options
established under contract F33657-94-C-0006 to manufacture and deliver
additional T-6A Texan II trainer aircraft for the U.S. Air Force and
U.S. Navy. Currently, the only qualified source is Raytheon Aircraft
Company, 9709 E Central Avenue, Wichita KS 67206-2507. Contract No.
F33657-94-C-0006, awarded 05 Feb 96, includes Fiscal Year (FY) 2000 and
2001 options for JPATS Lots VII and VIII. The FY2000 aircraft
quantities for Lot VII will be for a minimum of 22 and a maximum of 40
to be delivered starting Apr 2002 through Mar 2003. The FY2000
requirement also includes data, technical manual update,
operational/site activation at Vance AFB and the Engine Structural
Integrity Program (ENSIP) to be conducted on a minimum of 22 and a
maximum of 40 engines. Estimated contract award for exercising the
FY2000 option is anticipated not later than May 2000. The option for
the FY2001 Lot VIII aircraft quantities will be for a minimum of 44 to
a maximum of 62 to be delivered starting Feb 2003 through Jan 2004.
Additionally, data, technical manual updates, operational/site
activation at Columbus AFB, and ENSIP for a minimum of 44 to a maximum
of 62 engines and the performance of an Individual Aircraft Tracking
(IAT) and Loads/Environment Spectra Survey (L/ESS) Program will be
required. The FY2001 option exercise date is contemplated Feb 2001,
based upon meeting the demonstration milestone established as the
completion of the first lifetime durability testing. An Ombudsman has
been established for this acquisition. The only purpose of the
Ombudsman is to receive and communicate serious concerns from potential
offerors when an offeror prefers not to use established channels to
communicate his/her concern during the proposal development phase of
this acquisition. Potential offerors should use established channels to
request information, pose questions, and voice concerns before
resorting to use of the Ombudsman. The ASC's Ombudsman is Mr. Stephen
