NASA/JSC plans to issue a Request for Proposal (RFP) for X-38/Crew Return Vehicle (CRV), Parafoil Manufacture, Packing, Rigging And Testing. NASA/JSC intends to purchase the items from Pioneer Aerospace Corporation, pursuant to 10 U.S.C 2304(d)(1)(B) and FAR 6.302-1. Pioneer Aerospace Corporation has been the contractor developing the parachute system. This system uses a large ram-air inflated gliding parachute which is deployed using a patented mid-span reefing system. No other parachute company has experience with 7500 sf parafoils. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See Note 22. All responsible sources may submit a proposal which shall be considered by the agency.
