talking books (DTB) for blind and print disabled readers, the Library
of Congress, working within Committee AQ of the National Information
Standards Organization, is developing standards for DTB formats and
guidelines for DTB's and their players. See http://www.loc.gov/nls/niso
for background. The Library is considering the development of software
which can be used to verify that the functionality expressed in the
proposed navigation feature set can be implemented in accordance with
the proposed standard. The Library wishes to determine whether the
capability to develop such software is available in the software
industry. Requirements include expertise in XML, SMIL, XHTML, the
Document Object Model, XML transformation and processing, web browser
scripting, and the control of audio decoding software. Interested
parties should submit company background information and a brief
explanation of their experience in the required areas. This is a
REQUEST FORINFORMATION and is considered Market Research. The intent of
this sources sought synopsis is to determine if any sources exist,
therefore, no solicitation is available. Consequently, any responses
failing to provide the aforementioned data but instead is submitted as
a routine letter requesting a copy of the solicitation will be
ignored. Written responses must be submitted to the Contracting Officer
