The Marine Corps is seeking information concerning Commercial/Non-Developmental solutions that will disable equipment and material (small and large caliber weapons, vehicles, doors and windows, etc). The Marine Corps is currently experimenting with an epoxy solution but is seeking other available NDI solutions from industry that will meet the requirements listed below. The system should enable the warfighter to disable/seal/secure doors and windows and to render vehicles, aircraft, vessels, generators, and large and small caliber weapons systems inoperable. This system should allow the disabled target to be returned to full use only after maintenance, other than operator maintenance, is performed. The system shall be disposable after use, if appropriate and should weigh no more than 5 pounds. It shall work when applied to finished and unfinished metals (steel, aluminum, iron, etc.), finished and unfinished wood, and miscellaneous glass and plastic surfaces. The system shall be carried by the individualin a "ready-to-use state" where it can be dispensed/applied, and will reach a denial capability or strength not longer than 15 minutes {10 minutes preferred} after application. The definition of strength as applied to the system application shall be as follows: a. Doors and Windows The applied material shall prevent the opening of standard doors or windows made of wood or metal without the aid of mechanical advantage. (The seal shall be of sufficient strength to withstand the impact of a 200 pound individual moving at 5 feet per second.) b. Motorized Vehicles, Aircraft, Vessels and Generators The applied material shall disable the intended target to an extent where a belligerent will not be able to use the equipment until the material has been removed by the use of special tools or procedures. c. Weapons The applied materials shall disable small caliber weapons (<12.5mm) and large caliber weapons (>81mm) to the extent where a belligerent will not be able to use the equipment until the material has beenremoved by the use of special tools or procedures. It is requested that interested parties provide the following at no cost to the Government: Samples for evaluation -- Enough to disable two doors, a window, and two small weapons; Material Safety Data sheets; Sales marketing literature applicable to the system; Removal instructions; Countermeasures for the system/material if known; Limitations of the system; and Rough Order of Magnitude (ROM) of cost per system. Responses should be submitted no later than 14 April 2000. The submission of this product sample/information should not be construed as a commitment to procure equipment. However, information obtained may be used for subsequent requests for proposals to procure enough systems to secure the equivalent of 36,000 doors.
