The Naval Facilities Engineering Service center (NFESC) is seeking
sources of technologies for two man transportable small liquid
containers, to include developmental capability. These containers shall
have an 18 gallon capacity, have an approximate 2.0 aspect (width
divided by height) ratio, be capable of containing a collapsible
replaceable liner, ultraviolet light resistance, and be about 2.5 cubic
feet. At least two handles shall be provided on each container side for
handling. These handles should be capable of being used to tie the
container to vehicle. The container shall be a hard shell, semi
rectangular shape with two identical halves, capable of being stacked
inside each other when empty. The two container halves shall be
connected via slide lock or equivalent without using tools or other
loose parts. Grommets capable of having fill/drain connections shall be
installed in the shells at a common/uniform location. The container
shall have a vent, that is capable of being plugged with a rubber plug
or cap when not in use. Allowing air into the container through the
vent and not through the collapsible liner will allow the liner to
dispense liquid. The container shall meet: an internal and external
pressure of 15 pounds per square inch for at least 30 minutes; stacking
test of four completely filled containers high without breakage for at
least 24 hours; 20 foot high pallet drop on concrete without container
breakage with containers filled completely with water and stacked four
high; and a weather resistance test of exposure to "drip rain" at a
rate of 4 inches per hour during the stacking test. This is a market
