TITLE: BROAD AGENCY ANNOUNCEMENT, (BAA) DAAH01-00-R-R007, DEVELOP
MICRO-MECHANICAL-SYSTEM INERTIAL MEASURMENT UNIT MANUFACTURING AND
PROCESS IMPROVEMENTS TO REDUCE THE COST PURPOSE: The Aviation and
Missile Research, Development, and Engineering Center, AMCOM, is
REQUESTING PROPOSALS for a manufacturing and process cost reduction
effort for Micro-Electro-Mechanical-Systems (MEMS) based Inertial
Measurement Units (IMUs) that will fulfill the guidance requirements
for the Low Cost Precision Kill (LCPK) 2.75" guided rocket and
Modernized Hellfire. REQUIREMENTS 1. This BAA is soliciting proposals
to reduce the manufacturing cost of
Micro-Electro-Mechanical-Machining-Systems (MEMS) based inertial
Measurement Units (IMUs) to be used for integration into the guidance
systems of Low Cost Precision Kill Weapon Systems (LCPK) and Modernized
Hellfire. The general areas of interest are efforts to minimize the
major manufacturing cost drivers and include but are not limited to:
electronic integration; process consolidation and automation; sensor,
package and IMU alignment; packaging enhancements and automation; and
automation of in-process and final testing. Other areas of interest
include but are not limited to: development or refinement of processes
to reduce the cost of IMUs for LCPK and Modernized Hellfire;
management tools/techniques to determine effectiveness of current cost
drivers and the development of cost reduction/yield improvement
efforts; fabrication of test hardware and execution of the DOE plan.
The IMU shall meet form, fit and function requirements for the LCPK and
Modernized Hellfire. Due to the numerous areas that can be proposed
under this BAA, the Government may elect to fund selected
tasks/sub-task that will provide the best benefit to the Government.
Qualification and validation of improvements shall be accomplished via
the manufacture of 20 MEMS based IMUs. These IMUs shall be delivered
to the Government for evaluation. Efforts will be monitored through
quarterly reviews with the Government. The results from these efforts
shall be made available to the manufacturing community through papers
and presentations. 2. Cost Sharing is mandatory for this effort. The
proposal shall contain sufficient detail to determine the amount and
type of cost sharing. 3. In addressing the above efforts, candidate
proposals must also identify and outline how these requirements will be
satisfied: a. The proposal shall detail the materials, IMU fabrication,
packaging, and test capabilities of the team. b. The proposal shall
include an implementation plan detailing how the results of this effort
will be demonstrated and implemented into LCPK and/or Modernized
Hellfire weapon system. The plan shall include a methodology for
benefits estimating/tracking and a implementation plan with a timeline.
c. Cost Sharing is critical for this effort. The proposal shall contain
sufficient detail to determine amount of cost sharing. Although not
admissible as cost sharing, leveraging of existing related federal
programs is encouraged. CRITERIA The following is the Proposal's
evaluation criteria: (NOTE) -- Items 1 through 3 are in descending
order of importance, with item 3 being significantly less important
than items 1 and 2). The sub-criteria under 1 through 3 are in
descending order of importance. 1. Technical -- a.) Background and
experience in the area of IMU manufacturing, and integration into
missile weapon systems. b.) MEMS and IMU manufacturing capability as
reflected in previous contracts, relevant qualification, experience and
time commitment of key personnel to be assigned to this effort. c.)
Previous experiences and understanding of technical intricacies and
innovative approaches to MEMS IMU manufacturing to include electronic
and system integration; process and assembly automation; and automation
of in-process and final testing. d.) Demonstration of the ability to be
the supplier to potential LCPK and Modernized Hellfire System
production houses. 2.Management -- a.) Understanding of the goals and
objectives of the effort and company's commitment as reflected in the
proposed resources, management structure, organization, technical
approach and work emphasized, use of subcontracting, and leveraging of
government and corporate funds. b.)Adequacy and availability of the
facilities and equipment, both available and proposed, for program
execution. Include lead-time from initiation until any proposed capital
equipment and other purchases would be required. c.) Adequacy of the
proposed organizational and operational structure. d.) Demonstration of
the ability to complete contracts on or ahead of schedule and within
