Respose to the critical topics must be timely in order to keep on testing schedules. The Navy has decided to solicit and negotiate a sole source contract with Shoaff Consulting Services. Shoaff is considered to be an expert in hydrodynamics and submarine operations. Shoaff has performed exceptionaly on various Navy contracts.
