survey to locate potential sources capable of performing the proposed
effort. Minimum capabilities must include documented evidence of
experience and expertise in all of the following areas: (1)
Demonstrated knowledge of adult education concepts that lead to
transformative learning; (2) Demonstrated knowledge of business
organizational behavior to include factors that motivate the business
sector to become involved in community affairs; (3) Demonstrated
knowledge of community based public-private partnership program
delivery; (4) Demonstrated knowledge of copy-write restrictions and
ability to request applicable copy-write permissions for use of
existing training materials; (5) Demonstrated skill at using the
Internet as a research, outreach, and product delivery tool; (6)
Demonstrated ability to define training needs and appropriate means of
delivery; (7) Demonstrated ability to understand, communicate, and
integrate public and private sector perspectives; (8) Demonstrated
ability to research, evaluate, and assemble existing adult education
materials from a wide range of sources; (9) Demonstrated ability to
develop a wide variety of training materials to include written,
recorded, and visual that are user friendly and visually interesting.
Firms with these capabilities are invited to submit complete
information tot he procuring office identified in this notice three (3)
copies within fifteen (15) calendar days from the date of this notice.
Information furnished should include: (1) the number and professional
qualifications of appropriate personnel; (2) company experiences
related tot he proposed project; (3) a current financial statement; and
(4) other literature which demonstrates minimum capabilities listed
above. This synopsis is for information and planning purposes and the
Government will not pay or otherwise reimburse respondents for
information submitted. Based upon responses received, the Government
reserves the right to set aside any and all procurements that may
result hereunder for small or minority-owned businesses. If the
evaluation of the responses received concludes that none of the
responding firms have the necessary capabilities, the Government
intends to conduct a full and open competition procurement. Posted
