TITLE -- ARCHITECTURAL / ENGINEERING SERVICES FOR PREPARATION OF AN ENVIRONMENTAL IMPACT STATEMENT FOR INTRODUCTION OF A NEW AIRCRAFT TYPE TO MARINE CORPS UNITS BASED IN CALIFORNIA. SOL N-68711-00-C-7013 Description -- ATTENTION 8(a) CERTIFIED FIRMS AND UNRESTRICTED FIRMS. Responses are being accepted from ALL FIRMS, SBA 8 (a) certified firms and Unrestricted. This proposed contract is set-aside for 8(a) certified firms, in the event responses are NOT adequate to establish competition in accordance with the Brooks Act (3 or more qualified firms establishes adequate competition), the solicitation will become an UNRESTRICTED PROCUREMENT. Therefore, responses are being accepted from ALL FIRMS, SBA 8 (a) certified firms and unrestricted. If adequate competition can be established within the 8(a) certified firms, this proposed contract will be set aside for the 8(a) program and the unrestricted responses will not be evaluated. However, if adequate competition cannot be established within 8 (a) certified firms, the procurement will proceed as unrestricted. This will be a Firm Fixed Price Contract. Architect / Engineer services are required for a scoping and public involvement process, preparation of an Environmental Impact Statement (EIS), preparation of a Clean Air Act Conformity Determination, required agency consultations, and preparation of a Draft Record of Decision (ROD) for actions associated with the introduction of a new aircraft type to Marine Corps units based in California, this may include sites in Arizona. The proposed action will include flight operations involving the new aircraft and may require replacement or renovation of facilities used to house and maintain the aircraft, including buildings, utilities and infrastructure. Environmental issues associated with the proposed action include potential impacts related to noise, potential impacts on threatened and endangered species, potential impacts to soils and geology, potential impacts to ground or surface waters, potential impacts to air quality during facility construction and aircraft operation, potential impacts to transportation, potential impact to community services and utilities, and potential cultural resource impacts. The term of the contract will be 913 calendar days from the date of contract award. The government has the option to extend this contract as needed for project related services. Expertise related to this stand-alone contract include Environmental Impact Statements, Air Quality Conformity Determination, Noise Impact modeling and analysis, Facilities studies, Operational alternatives analysis, traffic studies, and natural and cultural resource studies. A/E selection criteria will include (in order of importance): (1) Recent specialized experience of the firm and subconsultants in the preparation of contract documents including environmental impact statements related to aircraft /weapons acquisition, introduction of a new aircraft or weapons system to existing military installations or new locations, and base realignment and closure activities; Clean Air Act conformity determinations; Noise impact analyses; Corps of Engineers permitting actions; Endangered Species Act Section 7 consultations; National Historic Preservation Act Section 106 consultations; Air Space Modeling; public participation; and other environmental laws and statutes. This work will require the ability to carry out impact analyses involving aviation facilities and flight routes in several different western states. Do not list more than a total of 10 projects in Block 8. Indicate which consultants for the proposed team, if any participated in the preparation of topics identified in this criteria. (2) Professional qualifications of the staff and consultants. List only the members who will actually manage the project and perform major tasks. Identify and specifically relate each staff member's experience with the topics identified in selection criteria one. (3) Past performance on contracts with DOD branches and other government agencies in terms of cost control, quality of work, and compliance with performance schedules. Briefly describe internal quality assurance and costs control procedures and indicate effectiveness of those measures. List recent awards, commendations, and other performance evaluation results. (4) Location in the general geographic area and familiarity with the various codes and ordinances applicable to those areas and agency enforcement jurisdictions. Briefly describe the firm and staff experience for each of the topics identified in selection criteria one for both Arizona and California. Application of these criteria shall not significantly reduce the appropriate number of firms to be considered. (5) Capacity to accomplish the work in the required time. Indicate the firm's and staff's capacity to ensure consistency over a 2.5 year time period. If a large business concern is selected for this contract, they will be required to submit a subcontracting plan that should reflect a minimum 5% small disadvantaged business, 5% to woman-owned business, 5% to historically black colleges and universities and minority institutions, and 1% to HUB Zone small business of the amount to be subcontracted out. Those firms which meet the requirements described in this announcement and wish to be considered, must submit one copy each of a Standard Form (SF) 254 and SF 255 for the firm and a SF 254 for each consultant listed in block 6 of the firm's SF 255. One copy of the submittal package is to be received in this office no later than 2:00 PM Pacific Time on the date indicated above. Should the due date fall on a weekend or holiday, the submittal package will be due the first workday thereafter. Submittals received after this date and time will not be considered. Additional information requested of applying firms: Indicate solicitation number in block 2b, CEC (Contractor Establishment Code) and/or Duns number (for address listed in block 3) and TIN number in block 3, telefax number (if any) in block 3a and discuss why the firm is especially qualified based on the selection criteria in block 10 of the SF 255. For firms applying with multiple offices, indicate the office that completed each of the projects listed in block 8 and list which office is under contract for any contracts listed in block 9. Use block 10 of the SF 255 to provide any additional information desired. Personal interviews will be scheduled prior to selection of the most highly qualified firm. SF 255's shall not exceed 30 printed pages (double sided are two pages/organizational charts and photographs excluded. Exception: Photographs with text will be considered as a page). All information must be included on the SF 255 (cover letter, other attachments and pages in excess of the 30 page limit will not be included in the evaluation process). Firms not providing the requested information in the format (i.e. listing more than ten (10) projects in block 8, not providing a brief description of the quality control plan, not listing which office of multiple office firms completed projects listed in block 8, etc.) directed by this synopsis may be negatively evaluated under selection criteria (3). Firms, their subsidiaries, or affiliates, which design or prepare specifications for a construction contract or procurement of supplies, cannot provide the construction or supplies.
