Marine Corps has a continuing requirement for child abuse/neglect
primary prevention and intervention services with a program
specifically described herein called the United States Marine Corps New
Parent Support Program (NPSP). The program was started as a pilot
program in 1989 and is currently provided at 17 Community Service
Centers at Marine Corps installations worldwide. The purpose of this
program is to prevent child abuse/neglect among families with children
under age six. The services to be acquired are reflective of the
Marine Corps' commitment to the prevention of child abuse/neglect.
Services provided include home visitation at three levels of care,
parenting classes, parent support groups and organized parent-child
playgroups. Overall, the NPSP provides prenatal and postpartum support
and assistance to families as they integrate a child into their home.
The NPSP has an established research component which the contractor
will continue. Research will be conducted to provide process evaluation
of the program and demonstrate effectiveness of client intervention.
The contract will consist of a base year and four option years. The
period of performance for this effort is planned for one base year
(FY-01, 01 Oct 00 -- 30 Sep 01) with four respective option years.
Prospective offerors are invited to submit a written request for
solicitation document number M00027-00-R-0003(Q) to be issued on or
about 31 Mar 00. A pre-proposal conference may be held on or about 19
April 00. Written responses should be forwarded to Mr. Joseph T.
