The Environmental Protection Agency has a request for Quality Assurance Technical Support for EPA's Stationary Source Audit Program. The requirement is to provide a quality management system for emission measurement and monitoring. The effort will include, but not be limited to, developing, preparing, evaluating, distributing, and storing performance evaluation(PE) and audit materials from natural and synthetic sources and/or specified auditing devices. The effort will also assist the Agency in implementing quality assurance in Environmental Data Operations (EDO) both within and outside the Agency. This shall include training, technical guidance, and information management. The incumbent shall assist the Agency in making quality assessments of EDO's. Types of assessments include, but are not limited to, peer review, technical systems audits, and management system audits. EPA anticipates the award of a cost-plus-fixed-fee level of effort type contract with a base period of performance of twelve (12) months, with four (4) additional twelve-month option periods, for a total of 41,000 labor hours. The requirement consists of 8,200 labor hours for each of the five (5) periods. A DRAFT copy of the Conflict of Interest (COI) related clauses, provisions, and representations and certifications are posted on the Internet for information purposes at http://www.epa.gov/oam/rtp_cmd. The award will be through total small business set-aside. The associated Standard Industrial Code (SIC) is 8731 with a size standard of 500 employees. The RFP will be issued approximately 04/18/00, and proposals will be due approximately thirty (30) calendar days after the RFP issuance date. This procurement is a follow-on to Contract No. 68D70008 with Eastern Research Group. In the event the solicitation and amendments are made available via the Internet, the following information applies: The solicitation and amendments will be available at http://www.epa.gov/oam/rtp_cmd. If you obtain a copy of the solicitation via Internet, it will be your responsibility to frequently check the same site where the solicitation is posted for any amendments. Firms who do not have the capability to obtain the solicitation from the Internet, may submit a written request for a diskette with the solicitation in WordPerfect format from the contact point at the address above; however, only those firms who do NOT have the capability to obtain the solicitation from the Internet should request diskettes. Diskettes will not be sent to those firms who have Internet access. If you request a diskette of the solicitation, you will receive amendments by mail, unless you notify us otherwise. Telephone and fax requests will not be honored. Only one copy shall be sent to a corporate entity, regardless of the number of requests from one or more different geographic locations.
