This is a combined synopsis / solicitation for commercial services
prepared in accordance with the format in Subpart 12.6, as supplemented
with additional information included in this notice. The announcement
constitutes the only solicitation for which proposals are being
requested and a written solicitation will not be issued. This
solicitation is issued as a Request for Proposal (RFP) and the
solicitation number is DAHA23-00-Q-0034. Solicitation document and
incorporated provisions and clauses are current through Federal
Acquisition Circular 97-13. This procurement is solicited on an
unrestricted basis using SIC 7699. This requirement includes the
contractor to pick up Cold Section Module, Part Number: 6071T25G01,
Serial Number: GEE374259 from an AH64A Helicopter engine,
TM55-1520-238-23P located at Houston AASF, Bldg. 1183, Ellington Field,
Houston, TX. The contractor is to completely disassemble, clean and
evaluate for cost to repair the Cold Section Module. Time allowed for
the tear down, evaluation and provide a quotation for the repair is
thirty (30) days from the date of the contract or receipt of the module
(which ever is later). Company must warrant they are a "FAA Turbine
Engine Repair Facility". If the Government Agency chooses not to have
the repairs done the contractor is responsible for reassemble and
return to Houston, TX. Work shall be performed in accordance with DMWR
1-2840-248-1/2. No repairs should be performed on the module until the
contractor receives a "Notice to Proceed". In submitting the Repair
Cost Proposal the Contractor shall provide "Firm Fixed Repair Costs"
consisting of the following information: 1) Total Labor Hours _______
@ $_______ = $_______ (Prevailing Wage Rates are applicable) 2) Parts
Description, Quantity, $________ (NOTE: The Government reserves the
right to provide any identified parts as Government Furnished
Property), 3) TOTAL $_______ for repair of the module. This is a "Best
Value" solicitation, as part of the proposal the vendor shall provided
a technicalproposal, past performance proposal and the cost proposal.
The Past Performance Proposal shall include three (3) references;
Company or Agency, Address, Telephone Number and Point of Contact for
previous similar work. The vendor must furnish a completed copy of the
provision at FAR 52.212-3. The following provisions and clauses apply
