576-3006 This Request for Quote (RFQ) 553-53-00, is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-15. The standard industrial classification
(SIC) code is 7623, Refrigeration and Air Conditioning Service and
Repair. Offerors are encouraged to submit quotes for the annual
preventive maintenance of five YORK centrifugal chillers as specified
by the manufacturer. Proposed rates should include all costs associated
with providing the following services. (1) Checking the Compressor/
Motor Assembly and performing preventative maintenance (PM) Tasks
(reporting voltages, lubricating open motor, checking and lubricating
coupling, seals, inlet vane operator and linkage), (2) Checking the
Compressor Oil System (oil analysis, changing oil filter/dryer,
independent laboratory analysis on oil/oil filter, check
oil/pump/seal/motor, check oil heater/thermostat, check all other oil
system components such as cooler/starter/solenoid valve), (3) Checking
Motor Starter (run diagnostic check, check terminals/tightening
connections, and starter coolant fluid level/add as required), (4)
Review of the Control Panel (run diagnostic of micro control panel,
check safety shutdown operation/terminals/tightening connections and
check display data accuracy/setpoints), (5) Reviewing the Condenser
(check water flow/flow switch operation/condenser water heat transfer),
(6) Checking the Cooler (water flow/flow switch operation/refrigerant
level/chilled water heat transfer), (7) Checking the System (leak
check/identifying leak sources for repair, recording condition of sight
glasses, checking refrigerant cycle to verify proper operating
balance), and (8) General items (repair insulation removed for
inspection/maintenance procedure, cleaning equipment/surrounding area
upon completion of work, consulting with the operator, reporting
deficiencies/repairs required). Additional service and supplies shall
not be provided without prior approval of the Contracting Officer.
Outlined written documentation will be required for each instance.
Services will be performed at the John D. Dingell VA Medical Center,
4646 John R. Street, Detroit, Michigan. The contractor's employees
shall be required to observe all Medical Center policies and
memorandums. The provision at 52.212-1, Instructions to Offerors
Commercial (NOV 1999), applies to this acquisition. The provision at
52.212-2, Evaluation -- Commercial Items (JAN 1999), applies to this
procurement. Minimum requirements: (1) Contractor shall have a minimum
of two employees who are trained by the original equipment
manufacturer (YORK International Corporation)to perform the above
listed work. (2) Contractor shall have a minimum of five years of
experience performing maintenance work on similar size chillers.
Evaluation criteria in descending order of importance are, (1) Past
Performance and (2) price. Past Performance is more important than
Price. A minimum of three references for work on similar size chillers
shall be submitted with quote. Offerors are required to include a
completed copy of the provision at 52.212.3, Offeror Representations
and Certifications -- Commercial Items ALT III (JAN 1999), with its
