Background " The Air Force Security Assistance Center (AFSAC), as the interface between the United States Air Force logistics system and the foreign country, is responsible for providing comprehensive cradle to grave logistic support. This interface includes fulfilling the requirements of eighty-three Security Assistance (SA) countries who own and operate over 11,000 aging aircraft of various configurations, with associated support equipment. AFSAC's mission is to recognize the individualized needs of each country, develop support tools that are cost effective, timely, and of high quality, and conduct business in an effective and efficient manner for the United States Air Force. The Parts and Repair Ordering System (PROS) II shall provide a means for Foreign Military Sales (FMS) customers (includes foreign customers supported by the Air Force, Army and Navy) to receive sustainment support for non-standard and difficult to support standard items, when DOD organic capability is not available or not timely. PROS II will provide the flexibility to contract for logistical and technical support services which meet the country's demands of cost effectiveness, timeliness, and quality. Since PROS is an on going program the contractor(s) will transition from PROS to PROS II follow-on contract with no lapse in service to the FMS customer. The PROS II supply/repair capabilities include item research; item manufacture/acquisition or repair; quality assurance; packaging/handling; transportation; data interface, task ordering, and custom processing. The period of performance is anticipated to begin November 2000 with program transition and cutover from the current system PROS in February 2001. The contract will consist of the Basic, which will run three (3) years with a maximum of (2) two years in Options. The estimated total contract value is expected to be around $2B.
