inspection, load testing, maintenance, evaluation, and certification
for approximately 265 Cranes/Hoists at Eglin AFB Main Base and
surrounding fields and sites. Contractor to provide all equipment,
tools, and materials at Eglin AFB, FL. Period of performance is 01 Jun
00 -- 31 May 01 together plus four (4) one-year option periods. All
responsible sources may submit a bid which shall be considered by this
agency. This action is a 100% small business set-aside. Standard
Industrial Classification (SIC) code 3536 and size standard of 500
employees will apply for this acquisition. FAR Part 14 procedures will
be utilized. The need for a Not To Exceed cost line item prohibits the
use of Far Part 12. The proposed issue date is 29 Mar 00. The
solicitation will not be distributed in hard copy. Potential offerors

web site: http://www.eps.gov. Tentative bid opening date is 27 Apr 00.
An Ombudsman has been appointed to address concerns from offerors or
potential offerors during the proposal development phase of this
acquisition. The Ombudsman does not diminish the authority of the
program director or contracting officer, but communicates contractor
concerns, issues, disagreements, and recommendations to the appropriate
personnel. When requested, the Ombudsman shall maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection
