SECOND NOTICE: This acquisition is a cost comparison that will be conducted in accordance with the Air Force Commercial Activities Program Instruction that implements the Office of Management and Budget (OMB) Circular A-76, Performance of Commercial Activities. This solicitation is being issued to obtain offers for comparison purposes and will not result in a contract if Government performance is determined to be more advantageous. Contractor is to provide all personnel, equipment, tools, materials, and supervision necessary to safely operate, maintain, and repair the central steam heat plant and distribution system at Whiteman Air Force Base (AFB), Missouri. The contract performance period will be for a basic and four option periods, to be exercised at the Government_s option. The solicitation will be set-aside for small business concerns. The Standard Industrial Classification code (SIC) code and small business size standard for this procurement will be SIC 8744 / $5.0 Million. No paper copies of thesolicitation will be available. A draft PWS was issued on the Electronic Posting System Internet site on 14 February 2000. All comments pertaining to this draft PWS must be submitted to this office by close of business 29 March 2000.
