Standards and Technology (NIST), acting as the contracting activity on
behalf of the National Telecommunications and Information Agency
(NTIA), intends to negotiate on a sole source basis with Arthur H.
Gray, 2300 Pimmit Drive, #1201, Falls Church, VA 22043 to provide
Assistance to the Chief, IRAC Support Branch (ISB) regarding technical
and administrative support to the Spectrum PlanningSubcommittee (SPS)
and the Space Systems Group (SSG) under the authority of Federal
Acquisition Regulation (FAR) Subpart 13.106-1(b) Soliciting from a
Single Source. The service shall be for a base period of 12 months,
starting on the date of award. The acquisition will also include two
option periods of 6 months each. The work will be performed at the
Herbert Hoover Building in Washington DC. Under this action, Arthur
Gray shall be training employee(s) who will be providing technical and
administrative support to the Spectrum Planning Subcommittee (SPS) and
the Space Systems Group (SSG). Mr. Gray shall provide support on the
SPS planning for the use of the electromagnetic spectrum in the
National interest to include apportionment of spectrum space for the
support of established or anticipated radio services as well as the
apportionment of spectrum space between or among Government and
non-Government activities. The SSG is responsible for taking the
necessary action to initiate advance publication, international
coordination and notification of Government space systems in accordance
with the provision of the International Telecommunications Unions (ITU)
Radio Regulations and the national policy contained in Chapter 10 of
the NTIA Manual of Regulations and Procedures for Federal Radio
Frequency Management. The SSG also responds to the data furnished by
other Administrations and the International Frequency Registration
Board (IFRB) regarding proposed space telecommunications systems.
Ttasks will include the following: a) the preparation and procedures
for conducting meetings of the SPS and the SSG; b) assigning and
recording the documentation in a master document log; c) development
and coordination of meetings; d) the preparation of summary minutes of
the meetings; e) the preparation of document distribution to the
attendees; f) completing the required post-meeting actions resulting
from the meetings; g) the maintenance of an automated data base on the
national and international telecommunications systems; h) the
maintenance of an automated SPS and SSG membership and distribution
lists; i) coordinate the process for translating all incoming French
and Spanish language documents into English. The position requires
frequency management experience from a person experienced in the
Telecommunications Specialist Field. The position also requires
extensive and up-to-date knowledge of: 1) national and international
regulations associated with obtaining an authorization to operate a
terrestrial and space system; 2) the Table of Frequency Allocations; 3)
the data bases utilized to contain the status as well as pertinent
information on each of the national and international systems
authorized; 4) the regulations and procedures contained in the NTIA
Manual of Regulations and Procedures for Federal Radio Frequency
Management; 5) the technical information to be provided in order to
obtain an authorization to operate a telecommunications system. The
information to be processed is classified and the awardee must be able
to get a security clearance to access information up to and including
SECRET. A determination by the Government not to compete this proposed
order based upon responses to this notice is solely within the
discretion of the Government. Written responses to this synopsis shall
contain sufficient documentation to establish a bonafide capability to
fulfill the requirement. Information received will normally be
considered solely for the purpose of determining whether to conduct a
