The Federal Emergency Management Agency (FEMA) is authorized pursuant to the Disaster Relief and Emergency Assistance Act (P.L. 93-288) as amended by the Robert T. Stafford Act (P.L. 100-707) to provide assistance to disaster victims under Presidentially declared disasters and emergencies. This contract will facilitate the Disaster Housing (DH) Program by providing technical assistance and project management in support of the temporary housing mission. In fulfillment of this mission, manufactured homes and travel trailers will be set up and provided on a temporary basis to eligible disaster applicants. This is a high visibility program with Federal, State and local governments as well as in the public media. This effort requires knowledge of FEMA's mission and applicable Federal, State and local regulations. The applicable SIC code is 8741. FEMA intends to issue one, Performance Based, Fixed Price, Indefinite Delivery Requirements type contract based on Full and Open Competition. Contract award will bebased on best-value to the Government where technical merit is more important than cost/price. The estimated award date is September 1, 2000. Limited written technical proposals, oral presentations, and business proposals will be required approximately 30 days following the Request For Proposal (RFP) issue date. The RFP will be issued on or about 30 days following publication of this announcement. All interested parties must provide a written request for the RFP package.
