R -- STRATEGIC THREAT ASSESSMENT DUE 032400 POC Rhonda Clemons, Contract Specialist, 256-955-3693, Contracting Officer, Shirley Childers, 256-955-4161 The U.S. Army Space & Missile Defense Command (USASMDC) plans to enter into a sole source contract with Institute for Foreign Policy Analysis, Inc. (IFPA) pursuant to FAR 6.301-1, only one responsible source and not other supplies or services will satisfy agency requirements. This effort will require the contractor to perform a strategic assessment relative to the development of Land Attack Cruise Missiles and advancing conventional Air Defense threats. The contractor shall assess existing processes for management of threat program requirements and documentation and provide recommendations for improvements of these processes. The contractor shall assess the threat posed to the U.S., its' allies, its' forces and interests as impacted by international proliferation around the world of Land Attack Cruise Missiles and advancing conventional Air Defense threats. The contractor shall assess the capabilities of current and planned systems to counter both the current and projected threat. The contractor shall perform an assessment of existing Top-Level Strategies and a Long-Range Strategic Plan in regards to the Cruise Missile and advancing conventional Air Defense threat. The contractor shall assist in the development of recommended strategies and concepts above and act as subject matter expert in required working level and other designated meetings. The contractor shall provide progress reports, interim assessments/documentation and submit a final report. Travel requirements are anticipated from Boston, MA, to Huntsville, AL. A firm-fixed price (FFP) contract is anticipated with a period of performance of 6 Apr-21 Jun 00. The anticipated date of award is 6 Apr 00.
