T -- SILENT CAMERA FILM TRANSFER SERVICES SOL NAMA-00-R-0003 DUE 050300 POC Joyce Herbert, Contracting Officer, (301)713-6755,x229, Marion N.Bass-Dyer, Contract Specialist, (301)713-6755, x239 The National Archives and Records Administration (NARA) has a need to obtain Contractor services to provide all labor, equipment, materials, and facilities to perform silent camera film transfer services of optical enlargement of approximately 203 rolls of acetate color positive Super 8 motion picture film to polyester 16mm internegatives for the Nixon Presidential Materials Staff (NLNP) located at the Archives II building, 8601 Adelphi Road, College Park, Maryland. The Super 8 films to be optically enlarged in this contract were shot from 1969 to 1973 by several top aides to President Richard Nixon. The films were shot on cameras provided the staffers by the United States Government, shot with film purchased by the Government and were developed at government expense. They are considered "Presidential Historical Materials" as defined by the Presidential Recordings and Materials Preservation Act of 1974. The films relate to the constitutional and statutory duties of the President of the United States. None of the films are restricted in the matter of national security or property rights; none are subject to copyright restrictions. Solicitation No. NAMA-00-R-0003 to be issued on or about April 3, 2000 closing on or about May 3, 2000. The applicable SIC code and size standard are 7819/$21.5 million. The Contractor must demonstrate capability to transfer silent camera positive color "Super 8" motion picture film to best-light 16mm color internegatives and work prints on polyester-based stock only. Additional required capabilities include frame rate conversion of 18 fps (Super 8) to 24 fps (16mm); wet gate printing (or comparable surface defection mitigation) capability; all 16 mm splicing done by an ultra-sonic splicer with not adhesive splices; and all copies should register full width of the Super 8 frames. The film exists on approximately 203 rolls of film shot at 18 fps, with a total running time of about 24 hours. Small business firms responding to this synopsis must: (1) state that they are a small business based on the size standard above and state if they are small disadvantaged, woman-owned business, or 8(a); (2) provides the name of the firm involved in performing silent camera film transfer services, point of contact with phone number, number of employees of the firm involved with performing silent camera film transfer services, and annual revenue for SIC code 7819; (3) detailed information supporting their capabilities and qualifications to provide the required silent camera film transfer services; (4) specific relevant silent camera film transfer services contracts being performed or recently completed, description of the work, explanation of how work relates to the NARA requirement, annual and total dollar value of contracts, contract numbers, points of contact and phone number; and (5) any other pertinent information which would enable the Government to assess the firm's capabilities.
