(NARA) is seeking capabilities statements from responsible small and
large business firms interested in performing audio disc re-recording
services for the Harry S. Truman Library located at 500 West U. S.
Highway 24, Independence, MO 64050. Responses to this announcement will
be used to: (1) determine whether or not sufficient small business
capability and interest exist to set-aside this requirement exclusively
for small business firms, and (2) to develop a mailing list of
interested parties for the solicitation. The applicable SIC code and
size standard are 7889/$5M, Business Services, N. E. C. The Government
anticipates a Fixed Price twelve month contract. The Contractor must
demonstrate capability to re-record original audio recordings from
various types of discs including acetate, vinyl, and recordio discs,
with various recorded speeds such as 78 rpm, 33-1/3 rpm, and 45 rpm.
Original audio recordings exist of 1,289 disc recordings with an
estimatedtotal of 595 hours of various running-time stored on 16-inch
to 7-inch discs. New recordings will be recorded on both compact disc
(two copies) and open reel tape. Additional required capabilities
include the Contractor's facility being maintained at the following
environmental conditions: Temperature: 70 F, + 5 F, and Relative
Humidity: 50%, + 10%, and being protected by security and fire
suppression systems. All business firms responding to this synopsis
must: (1) provide the name of the firm involved in providing audio
re-recording facilities and services, point of contact with phone
number, number of employees of the firm involved in audio re-recording
facilities and services, and annual revenue for SIC code 7389, (2)
detailed information supporting their capabilities and qualifications
to provide the required management and audio re-recording facilities
and services, (3) specific relevant audio re-recording facilities and
services contracts being performed or recently completed, detailed
description of the work, explanation of how work relates to NARA's
requirement, volume of re-recordings being supported, number of
employees working on contract, annual and total dollar value of
contracts, contract numbers, points of contact and phone number, and
(4) any other pertinent information which would enable the Government
to assess the firm=s capabilities. Small business firms responding to
this synopsis must state that they are a small business based on the
size standard above and state if they are small disadvantaged,
woman-owned business, or 8(a). It is imperative that firms respond with
the required information so that capabilities can be evaluated
accurately. This synopsis is for planning purposes only and does not
commit the Government to pay for the information requested, issue a
solicitation, or award a contract. Interested small business firms must
submit their complete response, not to exceed 10 single sided pages, to
the attention of the contracting officer no later than 2:00 PM EST on
April 3, 2000. Responses should be mailed to the above address or faxed
to (301) 713-6910. If adequate response is not received from
responsible small business concerns offering the best technological
source capabilities, as discussed in FAR 19.502-2(b), the solicitation
will be issued, without further notice, for full-and-open competition.
Therefore, all large and small businesses interested should indicate
their status. Award will be made to that offer providing the best
overall value to the Government. Requests for a copy of the
solicitation shall be received no later than April 3, 2000. Copies of
