Service intends to make a sole-source award to National Job Corps
Association,Inc. (NJCA) for Membership and Training. The National Job
Corps Association represents the 110 National Job Corps Centers,
(Forest Service, Department of Interior, (NPS & F&WS) and private
Contractors) administer by the Department of Labor Nationwide. This
membership ensure that the Forest Service centers will receive the same
information and services as the other 110 Job Centers. The membership
fee is based on the number of Centers in an agency or Contractors that
they represent. For the Forest Service, NJCA develops and distributes
information weekly to all 18 Job Corps Centers, the Job Corps Field
Office and the Washington Office on current events, budget and
legislative updated, upcoming impacts, policies and procedures,
significant accomplishments and successes, and community partnership
and liaisons effecting the 110 Job Corp Centers. The information
services is used for recruitment, placement, and outreach by staff at
all levels, NJCA conducts monitoring reviews of all centers to access
compliance of DOL regulations and current legislations. They provide
staff to assist center in being compliance with the legislation;
developing long and short term strategic plans; and make presentations
at national and local meetings. The NJCA is well recognized the Job
Corps community, Congress, national organizations, other agencies, and
large businesses. The National Job Corps Association has the lead for
the Department of Labor to assist in implementing the Workforce
Investment Act (WIA). They worked on the legislation and have not only
detailed information about components of the WIA, but have an
understanding of Congressional intent. They will assist the Forest
Service Civilian Conservation Job Corps Centers in addressing
compliance with the Workforce Investment Act. Negative results would be
adverse Impact/inference to the Agency. The service to be performed is
for an analysis of the Workforce Investment Act (WIA), the impacts on
Forest Service operation, and recommendations for the Forest Service
to implement WIA. This also includes presentation during the year to
18Forest Service Job Corps Centers. All responsible source may submit
a proposal which shall be considered by the agency. The contracting
