SP0600-00-R-0053. Closing date May 1, 2000. Defense Fuel Support Point
dock services are required in the Port Tampa dock facilities for
providing tanker, barge, dock, and berth facilities and services for
receipt of aviation fuels (JP-8) for the period beginning 1 January
2001. Request a five (5) year contract be established. The maximum
multi-year requirement is based on the special situation that exists at
the Port Tampa ship canal and the limitations imposed on the Government
by the multi-party agreement. Terms and conditions applicable to the
requirement are as follows: (1) The Contractor must provide a tie-in to
the Government-owned pipeline located in the Port Tampa slip area. The
services are currently available from Chevron USA, Inc., at their dock
facility in the Port Tampa ship canal. The Government participated in
a multi-party agreement that established the utilization of the port
Tampa ship canal and assigned each company, including the Government,
to a specific dock within the ship canal. The specific current factors
and background data that pertains to the multi-party agreement can be
found in the current Port Tampa Dock services contract file. The
contract file also includes the Atlantic Land and Improvement Company
Terminal Tariff Number 1 which is applicable to any new Government
contract and is acceptable and will meet the Government's requirement
for tanker/barge deliveries to the Port Tampa ship canal. (2) The
Contractor shall be required to provide tanker/barge off-loading
services at the Contractor's dock facilities in the Port Tampa Boat
Slip. The Contractor shall be responsible for providing all manpower
and ancillary facilities necessary to off-load. Government-owned
petroluem from Government-furnished tanker/barges to the Government's
pipeline connection located at the custody change point between the
Contractor's pipeline and the Government-owned pipeline. (3) The
Contractor shall be responsible to maintain the quality of all
petroleum product(s) contained in the Contractor's multi-use pipeline
and manifold facilities at the completion of the off-loading of a
Government-furnished tanker/barge and until a time as the product is
moved out of the Contractor's pipeline and manifold facilities. (4)
Provide and maintain a channel with a minimum depth at low tide of
thirty-four (34) feet which shall extend from the intersection of said
channel with the Port Tampa turning basin to a point three hundred
(300) feet eastwardly beyond the center line of said dock. (5) The
Contractor will be required to furnish tanker/barge off-loading
services and facilities capable of handling Government-furnished
tanker/barges of 40,000 dead weight tons (DWT) and provide and maintain
a berth capable of receiving product from tankers/barges having a
Length Over All (LOA) of up to six-hundred-fifty (650) feet. Posted
